Indian Institutes of Technology (IITs) are autonomous public institutes of higher education, located in India. Originally, there are seven IITs (Bombay, Delhi, Guwahati, Hyderabad, Kanpur, Kharagpur and Roorkee), but after amendment (Institutes of Technology Act, 1961) in 2016 at Indian Parliament, the list were increased to twenty-three institutes for fostering excellence in education. The admission to undergraduate programs In IITs are very though and through the competitive Joint Entrance Examination (JEE (Advanced)). The JEE (Advanced) is one  of the most prestigious national examination in India  and is conducted jointly by the on behalf of Ministry of Human Resource Development (MHRD),Government of India.  From this year onward, all Afghanistan nationals, who are desirious to pursue their education at IITs, shall do the registration and appear for JEE (Advance), same as Indians. The JEE(Advanced)-2019 is scheduled to be held on Sunday, May 19,2019.

In reference to our earlier Note Verbal No. EA/183 dated August 7, 2018, we would like to convey that the Afghanistan Ministry of Higher Education (AMHE) has intimated that the below mentioned announcement shall be shared with all existing Government Funded Scholarships students through their relevant Universities/Colleges management:

As per AMHE’s (HCS; the High Committee of Scholarships of AMHE) decision, if any existing Government Funded Scholarship student; who has not been suspended/rusticated till date and who feels that he/she cannot continue his/her studies in India (due to any reason), can voluntarily write an application and withdraw the scholarship (the same shall be submitted through his/her relevant college administration and EdCIL). Subsequently, AMHE will take a call on same applicant’s request and give an opportunity for the applicant to continue his/her remaining studies in an Afghanistan-based University/HEI.

Last date for submission of applications is June 15, 2018 and thereafter, no further applications will be accepted.

To bring further ease for foreign traders to travel and invest in Afghanistan, Afghanistan Civil Aviation Authority has arranged necessary infrastructural facilities for the issuance of visa-on-arrival through a new policy released.


The “On Arrival” visas will be issued for the foreign business people and investors upon their arrival at Hamid Karzai International Airport through the representatives of Border Police of Ministry of Interior Affairs of Afghanistan (MoIA) after an evaluation of required documents in collaboration with Ministry of Foreign Affair’s representative at the airport. This visa policy enumerates three years multiple entry Business Visa and renewal of the same too.


Also, as part of the latest amendments in Travel and Residence Law for Foreign Nationals in Afghanistan, the duration for business visas is extended and visa fee is reduced.

For sustainable development in the field of power and irrigation, Ministry of Energy and Water (MOEW), Afghanistan has opened bids for all countries to procure contract for Detailed Design and Plan for Construction of Kama Irrigation and Hydropower Project (KIHP). The delivery/construction period is 4 years.

Bidding will be conducted through the international open tender procedures specified in the Procurement Law and procurement procedure and is open to bidders from all countries defined in the bidding documents.
